Leveraging its extensive experience managing and winning transportation ballot measures, Whitehurst/Mosher developed a campaign in support of Measure J in 2004 that won 71 percent of the vote. Measure J extended a half-cent sales tax for another 25 years, raising money to expand BART, widen major highways and roads and provide services for seniors and disabled people.
